Is the 80/20 rule appropriate for all courses

I am still unable to understand how the 80/20 rule could be applied on a course that is highly intensive on theory. My programme is a practical based theory course. It is taught over three full days and half a day daily is spent on practicals only.The rest of the day is spent on theory lessons, Quantities and weekly tests.

I do understand and appreciate using technology to encourage students to develop their learning but I am far from being convinced that the 80/20 learning is the way to go in the future. A 60/40 balanced approach would be acceptable. I personally believe that for some students who have not tasted success in their life yet, this method would send them further in the path of failure.
